ADU Builders in Clearwater and Tampa Bay: What to Know Before You Build

Accessory dwelling units (ADUs) have become one of the most practical ways to add housing in Tampa Bay. Homeowners in Clearwater, St. Petersburg, Tampa and the surrounding suburbs are building backyard cottages to house aging parents, give adult children a place of their own, earn rental income or create a quiet home office. If you’re considering one, here’s what to know before you hire an ADU builder.

Is an ADU Allowed on My Lot?

ADU rules in Florida are set locally, and Tampa Bay is a patchwork. Clearwater, St. Petersburg, Tampa, Pinellas County, Hillsborough County and Pasco County each have their own rules on:

  • Whether detached ADUs are allowed in your zoning district
  • Maximum size, height and setbacks from property lines
  • Parking requirements
  • Whether the owner must live on the property
  • Whether the ADU can be rented, and for how long

HOA covenants can add more restrictions. The first step with any ADU builder should be a zoning and lot review, before you pay for design.

Flood Zones and Wind Codes

Much of coastal Pinellas and South Tampa is in FEMA flood zones. An ADU in a flood zone may need to sit at or above the required elevation, just like a house. Recent storm surge in the Tampa Bay area has made elevation and flood-resistant materials a must. ADUs also have to meet Florida Building Code wind requirements. Concrete and insulated wall systems like ICF, SIPs and 3D-printed concrete are well suited to both.

Detached ADU, Garage Conversion or Addition?

  • Detached ADU — the most privacy and the best rental flexibility, but it needs the most yard space.
  • Garage conversion — can be less expensive if the structure is sound, but may trigger parking and elevation issues.
  • Attached in-law suite — shares a wall with the main house; rules differ from detached units in some cities.

What Does an ADU Cost?

Cost depends on size, finishes, foundation and utility connections, and site conditions like elevation. Our 480 sq ft 1 bed / 1 bath ADU is available as a DIY SIP kit starting at $75,000, or fully built by our team with permits, foundation and finishes included in a lot-specific estimate. Many homeowners pay with cash, home equity or construction financing. Talk to our lending partner.

How to Choose an ADU Builder in Clearwater or Tampa

  1. Confirm a Florida general contractor license. Ours is CGC1531810.
  2. Ask how they handle zoning review, permits and utility connections.
  3. Ask how the ADU will meet flood and wind requirements on your lot.
  4. Get a written, itemized estimate that includes site work.
  5. See their ADU and small-home designs. See our ADU options.
